Bug in header row of blocks (width calculation)

I believe there's a small bug in common.inc.php under F_startblock, when calculating the width of the block, it does not take into account whether you specified pixels or percentages. Therefore, if I choose the block width to be 50%, the header of the blocks is "50-15" = 35. The causes the header of the blocks to wrap, even though there would be enough horizontal space.
