Pinning a story or article

Is there something on the TODO that will allow site operators to "pin" or highlight a particular story at the top of the summary list? It would be enough to simply do this for the main article index (perhaps also with special formatting options, like a larger headline, etc.), but could be expanded to "pin" or highlight a story in the topic-specific lists as well.

It would be nice to have a notice or other news article to stay at the top (until it is replaced - then you would just read it in the list like every other article).
