    only moderator can post ?

    Development it seems to me that there is no way so that only the Moderator can add a post...
    I've created a topic with no comments, no posting (only moderator or admin can) but the users can't see it...
    I want to create a topic so that the admin can post and others only read. Can it be done ?

    This isn't correct. (unless there is a bug causing this)...

    If you set a topic to No Posting, users should be able to view it, just not post to it. The Announcements topic here on this site is set to No Posting. While users are able to view the announcements, only the admin can make an announcement.
