Chinese big5 translation

While I am waiting on the contribute news submit bug fix, I did a quick translation.
It's not throughtly tested, but I spend a few hours plugging. If some one finds bus in this, mail me.
Any one can use it for any purpose, as long as my name stays on it. Thanks.
