I asked earlier whether phpweblog could retrieve remote .rdf files if my server operates behind a proxy and received the following suggestion:

The problem is likely due to the fact that phpweblog connects to port 80 (HTTP)
on the server containing the RDF, but proxies usually use another port for
clients making HTTP requests.
What you will need to do is modify /include/common.inc.php around line 528 in
the function F_getrdf().
The original line looks like this:
$fp = fsockopen($url['host'], 80);
All you have to do is change the 80 to whatever port your proxy server uses for HTTP requests.

I looked for a while and tried it and it didn't work and I keep wondering why it should work because, although this might tell phpweblog what port my proxy uses, it doesn't tell it what host my proxy resides on.
