This error usually shows up on webservers that have the (as it says) open_basedir option setup in apache. This prevents users from including files that are outside the local directory.

This is done primarily out of concern for security, as otherwise you could include any readable file on the FS. (this is especially common on multi-domain systems.) For instance, I have open_basedir enable on my server, but disable it only in special cases.
